Regardless of which, Lee has this.

Lee needs to open the gates if this is pre-timeskip. If it's post, I'm fairly confident that Lee wouldn't need to open any gates at all in order to win.

Lee wins this in case Haku doesn't do Demonic Ice Mirrors, which I think this scenario would happen:
Haku and Lee are actually just as fast in base mode. That's why I think that base-Lee's speed won't be much of factor against Haku, hence the gates is needed. However, Haku is extremely intelligent. This won't matter much tho', since gated Lee most probably seem to have the raw physical force to break the mirrors and seems to have the speed to handle Haku.

Haku could povide a good fight for lee, and I do think if haku used his mirors Lee would be smoked, they are both very fast so it would depend on timeing for Lee's training, if it was pre or post timeskip.

Sasuke was able to keep up with Haku, Lee is a LOT faster than Sasuke(pre-timeskip: Chunin Exams).  With his Lotus, he should be able to beat Haku easily. The only way Haku could win is if he caught Lee in the mirrors and killed Lee VERY quickly.

Sasuke was faster than mirrorless haku.
And his little 1 tomoe sharingan could keep up with Haku's speed.

Rock Lee weightlee would run all over Haku before he could even form a mirror (then he needs a water source)

Rock Lee definetly because If Sasuke and Naruto could defeat him months b4 the Chuunin exams, Rock lee would beat the crud out of haku!

Yes you dont compare stats to other characters. Its said in the databook.
Haku and Zabuza clearly said Sasuke's speed was greater than Haku's.
